Why is anyone surprised. The visa serves both the employer and the employee from say India. The Indian wants the H1B so he can eventually get a green card. So he will keep his mouth shut as he does not want to return to India for poor wages and endless hours with no over time and a boot out of the company as soon as you turn 40 as you are deemed 'too old'.
