Vijayawada: In a key decision on land administration, N Chandrababu Naidu directed the removal of 1.37 lakh acres of village service inam lands from the purview of prohibited list as per Section 22-A. Another 1 lakh acres of service inam lands will also be taken out of these restrictions, as the govt is planning to bring in a new law.
Reviewing the revenue department on Wednesday, the chief minister said an ordinance issued in 2019 on service inam lands was not converted into law and directed officials to address the issue through legislation.
He also set March 2027 as the deadline to complete re-survey 2.0 and distribute 1.12 crore Pattadar Passbooks. Surveys have been completed in 6,976 villages so far, with 22.79 lakh passbooks distributed across 5,717 villages. In the remaining 1,259 villages, about 9 lakh passbooks are to be distributed by July.
Officials were instructed to ensure full completion of both re-survey and passbook distribution by March. Between July and March, 80 lakh passbooks are to be distributed.
The chief minister also said houses allotted under govt housing schemes prior to 2016 will be made eligible for registration, covering about 75 lakh families.
Beneficiaries with pattas issued before 2016 will be able to register, sell or transfer their properties, including through gift deeds.
Out of 13.59 lakh acres of freehold land, ownership rights will be granted to eligible beneficiaries covering 9.25 lakh acres.
He directed that all revenue records be digitised and soft copies shared with landowners through mobile phones. After KYC verification, records will be secured using blockchain technology. Landowners will be able to lock their records through Aadhaar-based KYC to prevent transactions without their consent.
Minister Anagani Satya Prasad, Chief Secretary G Saiprasad, CCLA Jayalakshmi and other officials attended the meeting.
