CID files chargesheet in IRR case, names Naidu, Narayana main accused

Vijayawada: The Crime Investigation Department (CID) has filed a chargesheet in the alleged inner ring road (IRR) scam, naming former chief minister N Chandrababu Naidu and former minister P Narayana as main accused. The CID has charged them under sections 120(B) (criminal conspiracy), 409 (criminal breach of trust by public servant), 420 (cheating), 34 (offence by several persons with common intention), 35 (joining criminal act with knowledge), 36 (person responsible for affect caused by the criminal act or failure to act), 37 (cooperating for commission of offence) of IPC and section 13(2) read with 13(1)(c)&(d) of Prevention of Corruption Act. The CID alleged that Naidu and Narayana, being the chairman and vice-chairman of Capital Region Development Authority, “falsely projected” to the cabinet that there was govt to govt memorandum of understanding (MoU) between Singapore govt and AP govt. They appointed M/s Surbana Jurong as foreign master planner without the approval of the govt of India.The master planner was utilised to design IRR and seed development area in capital Amaravati in a manner that IRR will pass adjacent to the land bank of Lingamaneni brothers Ramesh and Rajasekhar and Heritage Foods in which Naidu’s family members have controlling stakes. The IRR also passed near educational institutions of Narayana resulting in value appreciation for their properties, alleged CID.The CID further alleged that Naidu received the house in which he is residing, as illegal gratification, from Lingamanenis as quid pro quo for the benefit he has made through designs of IRR. The special court for ACB cases is yet to take cognizance of the chargesheet.
