In Himachal Pradesh, Congress roots for speaker Vipin Singh Parmar's removal

After moving a resolution seeking the removal of speaker Vipin Singh Parmar on the last day of monsoon session of Himachal Pradesh legislative assembly, the opposition Congress legislators boycotted the proceedings of the House and staged sit-in outside.

SHIMLA: After moving a resolution seeking the removal of speaker Vipin Singh Parmar on the last day of monsoon session of Himachal Pradesh legislative assembly, the opposition Congress legislators boycotted the proceedings of the House and staged sit-in outside. The Congress said the resolution signed by 19 MLAs of the party alleged that it had been repeatedly seen that the speaker claims affiliation to a particular ideology while presiding over the House which was against the spirit of the constitution.
When the House assembled for the day’s proceedings, the Congress legislators submitted their resolution against the speaker to the assembly secretary and then silently went out of the House.

Leader of opposition (LoP) Mukesh Agnihotri said all 19 members of Congress Legislature Party had given notice of resolution under Article 179(c) of the Constitution of India and Rule 274 (1) of the ‘Rules of Procedure and Conduct of Business in Himachal Pradesh Legislative Assembly’ for the removal of the speaker from office.
He alleged Parmar had failed to uphold the high dignity of the House and his office in conducting the business. He claimed the speaker was deliberately failing to uphold the rights and privileges of opposition members and of the House. “The neutrality of speaker in conducting the businesses of the House is doubtful and most wanting,” the LoP alleged.
