Nirmala Sitharaman’s announcement in her 2026-27 budget speech on Sunday to establish Self-Help Entrepreneur (SHE) Marts as community-owned retail outlets to facilitate the sale of products of the women-led self-help groups (SHGs) and infuse fresh hope into the state’s SHG ecosystem. Jharkhand has already recorded significant achievements in the sector.
In her speech, the finance minister said, “Building on the success of the Lakhpati Didi Programme, I propose to help women take the next step from credit-led livelihoods to being owners of enterprises. SHE Marts will be set up as community-owned retail outlets within the cluster-level federations through enhanced and innovative financing instruments.”

Jharkhand already achieved a milestone in empowering rural women, mobilising around 39 lakh rural SHG members through the Jharkhand State Livelihood Promotion Society (JSLPS) to make them economically independent. State rural development and panchayati raj minister Dipika Pandey Singh told TOI that Jharkhand has already taken many initiatives to convert rural women from just credit-taking individuals to owners of their own businesses.
Pandey said, “Now that the Union finance minister mentioned SHE Marts in her budget speech, I am hopeful that it will strengthen the steps already taken by the Jharkhand govt.”
