RANCHI: NGOs running government-sponsored schemes like Condensed Course Education,
Rajiv Gandhi National Creche Programme are facing problems in its effective implementation at ground level due to late payment of salary, and lack of funds.
"We do not get salaries on time, even the increment in salary does not take place regularly. When the members are not happy then how do they expect to implement the schemes and make it available to the beneficiaries," said Babita Kashyap, project coordinator of Pragati Education Academy, Mandar district.
This information was shared at the orientation training programme, organized by the Jharkhand state welfare board on Friday, for the aided and non-aided NGOs from six districts -Ranchi, Simedega, Khunti, Gumla, Lohardaga and Khunti.
In reply to the allegations, the state welfare board passed the buck to the central welfare board. "We are in a helpless situation as we are totally dependent on the central government for funds. It is only when they pass the funds to us we can distribute it to the NGOs for implementation of the schemes. But still we are trying to do our best and make available the benefits to those in need," said Jharkhand state welfare board chairman Pratibha Pandey.
Deepak Dey, member of UNICEF, said, "If constant programme evaluation takes place the schemes will run in a proper manner. There should be flexibility in the programme. If the projects are monitored, planned and evaluated, we will realize desired results."
