RANCHI: Governor Ramesh Bais on Tuesday returned yet another bill, passed by the Hemant Soren government in the state assembly earlier this year, to the state for a re-look.
Raj Bhawan, in a statement, said Bais had returned the Jharkhand Excise (Amendment) Bill, 2022, citing objections in its eight clauses. The bill, the sixth one to be returned by Bais, was passed by the state assembly during its monsoon session in August this year.
The governor objected to the bill's provisions, which hold contractual employees, hired to run Jharkhand State Beverage Corporation Limited (JSBCL)-operated retail stores, accountable in case of unconstitutional deeds.
"By not holding the agency officials (which have been hired by the JSBCL for running the stores through hired manpower) it seems that the JSBCL officials are trying to shield the agency officials in case of illegal or unconstitutional deeds," the statement read.
Bais also advocated for separate clauses for penalties and compensations (in case of death by consuming spurious liquor). The bill does not hold the JSBCL officials accountable in case of illegal or unconstitu- tional activities, he opined.
