Pune: A new police software will allow people to lodge their complaints remotely using a laptop or even a cellphone.

The pilot project, launched for Pune rural last week, aims to give the common man access to the nearest police station using advancements in technology, though the app has not been launched yet. This will help people register their grievance quickly and also allow the police to reach out to the young, tech-savvy population.

The system will be launched in Pune city and across the state in July.

The highlight of the system is that the complainant would get an update on his/her application within 48 hours of registration.

The e-complaint portal can be used to file any type of complaint: be it an accident, missing person, theft, robbery, cyber crime, loss of property, passport verification etc. A complaint can be filed by the affected person or even by someone not connected to the case, say, in case of reporting anonymous bodies.

State director general of police (DGP) Pravin Dixit said, "We want every person's contribution for maintaining law and order in the state. We chose Pune for the pilot project because the engineering part of the project was executed here. Besides, the city has a very good mix of different kinds of population. Hence, it is suitable for the project. Since youngsters adapt to technology fast, we expect a good response from this segment."

"The e-complaint portal went online three days back. The response so far is encouraging. Training and workshops for the policing staff is underway," said Ritesh Kumar, special inspector general of police (east), CID Maharashtra.

The portal, categorised in 'online services' section of the Maharashtra police website, allows people to lodge complaints after a short registration process, against which an id will be generated.

Recently, the police launched several apps with an objective to reduce the gap between policemen and common people. "The online complaint system will allow our men to analyze the complaints better. The pilot e-complaint project would run till June 30. Based on our observations and citizens' feedback, it will be rolled out in the entire state," said Dixit.

The citizen portal is part of the ambitious Crime and Criminal Tracking Network and Systems - popularly known as the CCTNS project. The state criminal investigation department (CID) is the nodal implementing agency for the project; PricewaterhouseCoopers (PwC) is the consultant; Wipro is the system integrator and BSNL is the network service provider.

"So far, 86 complaints have been registered online. The portal will act like a bridge between citizens and police. People can not only lodge a complaint with ease, but also track its status and progress online. The complaints would be seen on the dashboard of the in-charge of the respective police station, who can then decide if the complainant is to be called for further investigation, a first information report (FIR) is to be filed, or the matter has to be transfered to another police station," said a CID officer.

The CCTNS was launched in September last year. It allowed police stations across the state to exchange information in real time. Till date, about one crore daily reportings in police stations, 2.79 lakh FIRs and 6.66 lakh non-cognisable offences (NC) have been registered using the system.

"Of the many benefits, the e-portal would reduce crowd at police stations. The system also allows the police officials to link the complaint with existing cases, thereby avoiding multiple police teams concentrating on the same case, or to delink cases if the complaint has to be dealt in the form of two different cases," said another CID official, who is a part of the implementation team.
