PUNE: In a development related to the Sherin Mathews case, the Central Adoption Resource Authority (CARA) has sought details in connection with the “checks of eligibility of parent” from the US-based authorized foreign adoption agency (AFAA).

The AFAA’s detailed report is awaited, said senior CARA officials. The authority has sought the report after the US police confirmed the death of Sherin Mathews on Tuesday. The three-year-old had been adopted by Indian-American foster parents Wesley and Sini Mathews.

Secretary and CEO of CARA Lt Col Deepak Kumar told TOI that CARA had conducted a complete check towards sourcing the child from India and, according to post-adoption follow-up checks, they had received four reports from the agency that had assisted the inter-country adoption.

While the parent country investigates the source of the child, AFAA is supposed to check the parents’ eligibility. “As is the rule, four reports had been received from the time of adoption. The child was adopted on August 7, 2016, and we received the first report on September 12, 2016. The second report was received three months later, followed by reports in March and June. This completes the post-follow-up report in the first year. We should have received the report in the next six months,” Kumar stated as he explained CARAs role on the post-adoption process.

On Tuesday, the US police declared that the missing toddler was dead. The Richardson Police had earlier announced that they had discovered the remains of a child in a tunnel beneath a road. Sherin Mathews’ body was found about a kilometre from her adoptive parents’ home.

Kumar stated that this was a rare case. “CARA has undertaken over 500 inter-country adoptions in the last two years and there has never been a single case where the post adoptive report was found unsatisfactory,” he said.

According to CARA, there were 566 cases of inter-country adoptions in 2015-16 and 578 cases of similar adoptions in 2016-17. “We have nearly 27 agencies in the

. A central authority monitors all the agencies and we will await the central agency’s report,” said Kumar.

As per rules, the AFAA, the central authority of Indian diplomatic mission or concerned government department, as the case may be, shall report the progress of the adopted child for two years from his/her date of arrival in the receiving country.

The CARA official told TOI that the AFAA is supposed to conduct the post-adoption follow-up, which include home visits, studying whether the child has adjusted to the new environment, and if the child is happy with the adoptive parents.

While it is a noble deed to adopt a Child and give her /him a new LIFE loved by the adopted family, one must understand a CHILD is not a commodity to be taken for granted by any Govt or NGO outfit. Sherin (previously known as Saraswati, a Hindu infant) was found trashed in a bush by her birth Mom in BIHAR, found by passers by, giving the baby to Mother Teresa"s care home as confirmed by a female volunteer who had worked there. This Child was adopted by TX based Mathews family in Aug 2016.I have these questions to CARA''s CEO and Secy Lt.Col Deepak Kumar. An adopted Child taken away from INDIA following legal and formal procedures needs to be monitored for its safety (prevention of abuse), adjustment (emotional needs), education and health care. Even PETS in USA have rigid rules for ADOPTION and monitoring of their care by local agencies.1. CARA says..4 reports were received. Did CARA knew about the visit or request a report from the American adoption agency about a representative of Child Protective Services, Dallas County, TX as to WHY they visisted the home of Mathews in 2016..as confirmed by its rep. Marissa Gonzales to the US media after the child Sherin went missing on Oct. 7th and later her body remains were found on Oct, 22nd by TX Police Dogs..?!2. Did Indian Embassy Officials or Indian Consulate in Houston demand a report on TX CPS visist to Mathews home in 2016.? The MEA needs to investigate for any lapse on these Indian Govt. authority as it appears there was no visit to Mathews home to check on the adopted Child Sherin after March 2017. As the adopted Child had developmental issues with limited communication and malnourished (as stated by adopted parent to the Cops), the follow up home visits were vital and appear to be ignored.3. Did CARA or Houston based Indian Consulate receive the report of CPS (TX) or verify from its US based agency that handled the adoption papers..as it was a matter of concern to adopted Child from INDIA.? 4. Accidents do NOT happen but are caused by someone. It is shocking the CEO of CARA says..the incident of Richard, TX was rare. You do not justify an incident (tragedy) as rare but find methods and solutions to prevent such incidents in future. There is a goof up here..big time.!The unfortunate INDIAN Child (born as a Hindu but converted to Christianity) was adopted on AUG 7th, 2016 and claimed DEAD by her adoptive Father Mathews on OCT 7th, 2017 chocking over a glass of milk that he had assisted (!) her to drink in their garage at 3 AM. Initially, Mathews had claimed he forced his adopted daughter Sherin to stand outside their home at 3 AM under a tree as punishment for not drinking her milk that he had stated to TX Police. Then Mathews went to Police with his attorney changing his earlier statement claiming his adopted daughter had choked on milk and died and he disposed her body lying to Police as MISSING. The Police dogs did a better job than Indian Consulate and CARA.
