Puducherry chief minister V Narayanasamy want a rubber stamp or a responsible administrator, asked Lt Governor
Kiran Bedi on Monday.
Responding to Narayanasamy’s comment that Lt Governor should not act beyond her mandate, Bedi said the chief minister desired an ‘endorser’ for all his actions and not ‘someone, who will not let wrong things happen when people are suffering injustice.
Narayanasamy made the comment while interacting with reporters at the Tamil Nadu Congress Committee head office in Chennai on Sunday.
In a series of tweets, Bedi said people were crying for justice. “Students and parents are crying for admissions as per the orders of the Union government and higher judiciary. Who will hear them? Raj Nivas is becoming their last hope. Puducherry needs justice, integrity and good governance. How will they get it? Who will give them? Who will speak up for them? I am not an onlooker but someone whose heart beats for them, someone who serves with sense of selflessness and someone who places people before position,” she said.
Bedi asked whether the chief minister wanted the ‘Lt Governor who clears files without seeking clarity, appoints people as per whims and fancies of vested interest, releases money even if it is not budgeted for and hence borrow and spend, promotes officers even when there are no posts, punishes officers for courage of conviction.”
She went on to question him on whether he desired the Lt Governor to “do nothing, see nothing and say nothing.”
“Just be an onlooker; pass time; enjoy the benefits of expensive establishment called Raj Nivas; stay isolated; do not meet people; do not question officers and do not interfere and just do as he says, even in writing,” she said.
Bedi said the chief minister could feel empowered by her presence in Puducherry. “In reality, he can feel empowered and enthused that there is someone here to help him clean up the mess. He can instead feel good that he has someone willing to raise the social consciousness of the region, which will support him for good administration and enhance the energy of all responsible,” she said.
The chief minister wanted her to get more funds from the central government when the government failed to utilise the allotted funds. “Even revenue generating tourism is loss making. This is called wishful thinking instead of introspection,” she said.
Stating that the chief minister and the lt governor have their responsibilities laid down clearly in the Union territories Act and in the Business Rules, Bedi said the chief minister “misread (acts and rules) or ignores reading or does not want to face the realities of the situations today.”
