Patna: State transport minister Shrawan Kumar has ordered strict action over poor revenue collection, issuing show-cause notices to 40 officials—including 10 district transport officers (DTOs), 10 additional district transport officers (ADTOs), and several motor vehicle inspectors (MVIs), and enforcement sub-inspectors (ESIs)—after several districts reported low performance, some achieving only 8% of their targets.
During a departmental review meeting on Wednesday, the minister flagged serious lapses in revenue collection, and issued show-cause notices to these officers. Officials have been given three days to submit replies. “If found unsatisfactory, the department will initiate formal disciplinary proceedings against the erring officials by constituting an inquiry under relevant service rules,” Kumar said.
He noted that despite a two-month grace period granted earlier, the districts failed to improve their performance. The minister emphasised that meeting revenue targets is a primary and non-negotiable responsibility of district-level officers, and persistent gaps indicate serious administrative shortcomings.
Departmental data shows revenue realisation in many districts remained low, ranging between 8% and 14.6% of assigned targets. Among the worst performers are Bhagalpur DTO Janardan Kumar, who achieved only 8% against a target of Rs200 lakh; Chhapra (Saran) DTO Latifur Ansari, with 8.2% against Rs400 lakh; Madhubani DTO Ram Babu, at 8.6% against Rs200 lakh; Muzaffarpur DTO Kumar Satyendra Yadav, recording 9.2% against Rs300 lakh; Patna DTO Upendra Kumar Pal, managing 10% against Rs400 lakh; Sitamarhi DTO Prashant Kumar, also at 10% against Rs160 lakh; Kishanganj DTO Dikshit Shweta, around 12% against Rs150 lakh; and Arwal DTO Amanpreet Singh, at 14.6% against Rs150 lakh. Similar underperformance was recorded in Rohtas and Samastipur.
At the ADTO level, officials from Kishanganj (Salim Prashant), Madhubani (Upendra Rao), Patna (Pinku Kumar), Muzaffarpur (two officers), Sitamarhi, Vaishali, Bhojpur, Siwan, Motihari, and other districts were served notices.
Among the MVIs, those posted in Muzaffarpur (Sidhu Kumar), Bettiah (Anup Kumar Singh), Nawada (Parth Sarathi), Motihari, Madhubani, and Gaya (two officers) received notices. Enforcement Sub‑Inspectors from Bhojpur, Supaul, Madhubani, Bettiah, Buxar, Muzaffarpur, Madhepura, Lakhisarai, Nawada, and other locations were also issued notices.
The minister added that postings and deputations will now be strictly performance-based. “While revenue targets were not met, the department acknowledges progress in other areas,” he said.
He noted that officials recently undertook special drives to clear pending cases related to driving licences, vehicle registrations, and other services, resulting in a significant reduction in backlog. A fresh performance review of the concerned officials is scheduled within the next 15 days.
