Probation period row: Teachers’ body seeks chancellor intervention

Patna: Even though University Grants Commission (UGC) norms and a state govt notification mandate confirmation of assistant professors after one year of probation, Bihar universities follow no uniform rule. While some confirm service after one year, others delay it by two years. Expressing concern over this, the Federation of University Teachers’ Associations of Bihar (FUTAB) has sought the chancellor’s intervention to end this unfair practice.

The UGC regulations of 2010 and 2018 clearly state that the confirmation of service of newly appointed teachers by the Bihar Public Service Commission (BPSC) or Bihar State University Service Commission (BSUSC) should be done after one year of probation. The probation period may be extended for a maximum of one more year if the assistant professor’s performance is deemed unsatisfactory. Even the state government notification issued on February 5, 2025, states that assistant professors appointed by the commission shall be confirmed in service after one year of probation.


However, despite these notifications, universities are confirming their teachers quite arbitrarily. While Veer Kunwar Singh University, Magadh University, and B R A Bihar University confirm their teachers after one year of probation, other universities—namely Patna University, Patliputra University, Tilka Manjhi Bhagalpur University, Purnia University, Munger University, L N Mithila University, KSD Sanskrit University, B N Mandal University, and Jaya Prakash University—confirm their newly appointed teachers only after two years of probation.

FUTAB working president Kanhaiya Bahadur Sinha and general secretary Sanjay Kumar Singh have appealed to the chancellor to intervene in the matter and direct the universities to confirm the service of newly appointed assistant professors after one year of probation if their performance during the probation period is found satisfactory.
