HC summons DTO, SP for non compliance of order

Patna: Patna high court summoned the district transport officer (DTO) and superintendent of police (Traffic), asking them to be present in the court on April 17. The two officers allegedly did not comply with judicial orders despite being communicated by the govt counsel.A single bench of Justice A Abhishek Reddy, while hearing a writ application of advocate Shashi Bhushan Kumar, passed this order on Tuesday.The petitioner, an advocate in the Patna high court, filed the writ application against the alleged unauthorised action of Patna traffic police, who slapped a fine of Rs 2,500 for not having high-security registration plates (HSRP) on his old car. Shashi Bhushan alleged that the fine was imposed on his car on Sept 29 last year for questioning the traffic constables about their action, which caused a traffic jam at Patna Junction roundabout, mainly due to the illegal parking of public vehicles.The petitioner pleaded that on account of the pending challan of traffic police, the pollution utility certificate (PUC) of his vehicle could not be issued.In the previous hearing of this matter on Feb 25, Justice Reddy ordered the authorities to complete the PUC procedures after permitting the petitioner to deposit the requisite fees for the same.On Tuesday, Shashi Bhushan alleged that the DTO and Traffic SP of Patna, being the answerable authorities, did not obey the court's Feb 25 order, and no PUC was issued for his car.
