HC stops Munger University VC’s salary

Patna: Expressing displeasure over two-year delay in deciding claims of salary arrears of a person who satisfactorily completed his tenure as financial advisor to Munger University, the Patna high court ordered to stop the salary payment of vice-chancellor (VC) until the payment of due amount was given.A single bench of Justice Ajit Kumar, while hearing the writ application of one Brajendra Narain Das, passed this order on Jan 29. A copy of this order was made available on Sunday evening.

Petitioner’s counsels—Shiv Pratap and Punit Kumar—informed the court that their client after retiring from Indian Railway Accounts Services (IRAS) was appointed on a contractual post of financial advisor to Munger University, which he joined on Dec 14, 2018.


His service contract envisaged salary payment, including all kinds of allowances payable to regular employees of the university in terms of the payment fixation order of 2010 issued from chancellor’s office.

Brijendra satisfactorily completed his tenure of three years and demitted his office on Dec 13, 2021, with a claim for his two months salary of Oct and Dec, 2021 as well as outstanding dues of allowances under various heads.

“On March 23, 2023 the office of chancellor’s secretariat, while endorsing the petitioner's claims of his salary arrears, had directed the VC of Munger University to decide and expedite the payment. Yet the office of VC has been sitting over the matter for about two years,” Punit added.

The court restrained the VC from withdrawing his salary until he decides Brijendra’s claims in strict compliance with the chancellor’s office order of March 2023.
