SAMASTIPUR: A racket of installing telephones for personal gains surpassing aspiring persons in waiting lists has been unearthed following a ransom call made from a particular telephone number to the relatives of Radha Krishna Mandal of Begusarai district from Larua village under Halai police outpost of Samastipur district recently.
Mandal was murdered by his captors and police recovered his body from Larua village.

According to reports, on the request of Begusarai police, Samastipur police inquired the whereabouts of the said number. Police found that the number was allotted to a Sangita Kumari of Sari village. Sangita, however, said no WLL phone was installed at her house although she had applied for the same.
She said that one Dev Shankar Thakur approached her demanding Rs 2,000 for the installation of WLL set and as she refused to pay the money, the telephone was never installed at her house.
Police arrested Thakur who revealed that at the instance of the SDOT DC Jha and DET Rajak the said telephone number was installed in the house of one Binod Singh at Larua village. The enquiry further revealed that on the forged signature of Sangita Kumari, the telephone was installed in the house of one Binod Singh who paid the bills regularly.
Police registered a case on the statement of Sambhu Lal Prasad, husband of Sangita Kumari in which he accused SDOT, DET, storekeeper and Dev Shankar Thakur for hatching a conspiracy and installing the telephone in the house of another person for personal gains. Police said Thakur has been arrested and the remaining accused person would be arrested soon. Binod Singh is absconding.

It may be noted that several telephones, particularly WLL connections were installed in the houses of those persons who paid extra amount ranging from Rs 2,000 to 5,000 to the concerned telephone officers through middlemen. A thorough probe into the matter would reveal the corruption prevailing in the telephone department.
Meanwhile, TDM Jitendra Kumar said that many people take WLL connections and give it to others. However, police investigations will reveal the real picture, he added.
