Delay likely in appointment of VCs in four state varsities

Patna: The appointment of new vice-chancellors (VCs) to vacant posts in at least four universities in the state is likely to be delayed, sources said.

The process of appointing new VCs had begun during the tenure of former chancellor Arif Mohammed Khan, and key formalities — including constitution of search committees, shortlisting of applicants, interaction (interview) with selected candidates and submission of panels of three or four names — had already been completed in the case of at least three universities.

These procedures are yet to be expedited only for Magadh University. While the VCs of Veer Kuar Singh University, Ara, and Magadh University, Bodh Gaya, were granted extensions after completion of their three-year terms by the then chancellor, two other universities — Tilka Manjhi Bhagalpur University and Maulana Mazharul Haq Arabic and Persian University — are currently being administered by VCs of other universities on an ad hoc basis.

Academics were expecting new incumbents to be appointed soon in all four universities. However, a notification issued on Wednesday by the chancellor’s secretariat, restricting the powers of officiating VCs, has indicated a likely delay in the appointment process, they said.

According to the notification, officiating VCs have been directed not to take any policy decisions and to confine themselves to day-to-day administration. They have also been asked not to take up matters related to appointments, transfers or promotions of university staff, or any work involving financial implications.

Chancellor Syed Ata Hasnain is understood to be focused on streamlining the functioning of state universities by strengthening academic activities and ensuring timely conduct of examinations and publication of results. He has been holding meetings with VCs, both individually and in small groups, to discuss the challenges faced by their respective institutions and possible solutions.

On Wednesday, the chancellor sought detailed information from all universities regarding sanctioned posts of teachers and support staff, courses being offered, NAAC and NIRF rankings, best practices, major ongoing development projects, and key challenges requiring urgent attention. He also asked for details on the availability of separate hostels for boys and girls.

The VCs have been directed to submit the required information to the chancellor within seven days.
