Chief secretary reviews progress of key infra projects, AIIMS-Darbhanga
Patna: Chief secretary Pratyaya Amrit on Wednesday chaired a high-level review meeting of major projects, issuing key instructions on AIIMS-Darbhanga and other priority projects linked to infrastructure, cooperatives and urban sanitation.
He directed that the shifting of 400 KVA high tension wires for the AIIMS-Darbhanga project be completed on a mission mode by mid-May, and asked the health department to urgently send the technical proposal for soil filling and ring embankment construction within the campus to the Union health ministry.
The CS was reviewing the centrally-sponsored projects falling under Project Monitoring Group and Pragati at the convention hall of the secretariat. The CS said all works must be completed within stipulated timelines, ensuring high construction quality and strict accountability in cases of negligence. He also directed departments to ensure swift coordination on land acquisition, forest clearances and shifting of power utilities.
During the review of the Integrated Manufacturing Cluster being set up in Gaya, officials said the project is expected to generate around 1.10 lakh jobs in the future. He directed that construction of the proposed industrial police station and helipad at Dobhi be expedited. He also ordered that external infrastructure, including water supply and electricity, be provided within a fixed time frame.
The Jal Marg Vikas Pariyojana was also reviewed during the meeting, with physical progress reported at 76.78%. The CS directed that transfer of govt land for development of the Inland Water Transport Regional Centre of Excellence be completed at the earliest.
During review of the cooperatives department, officials informed the meeting that hardware has been supplied to all 4,477 sanctioned PACS in Bihar and training of personnel has been completed. A total of 4,476 PACS have already been declared e-PACS, while the remaining is expected to be brought online within seven days. The CS directed the department to ensure 100% utilisation of ERP (Enterprise Resource Planning) software by all PACS.
While reviewing the urban development and housing department, officials said legacy waste at nine out of 45 dumpsites in the state has been fully treated, while work is underway at 13 more sites. The meeting also discussed the proposed Waste-to-Energy plant in Patna and Waste-to-Wonder Parks in Patna and Munger.
The CS directed the urban development department to install GPS devices in garbage collection vehicles and ensure real-time monitoring through the Swachhtam Portal and ICCC dashboard. He also ordered that pending tender processes for legacy waste treatment be completed quickly. Urban local bodies were instructed to strictly enforce the principles of reduce, reuse and recycle to improve Bihar’s performance in garbage-free city star ratings.
Senior officials from the finance, health, industries, energy, revenue and land reforms, water resources, cooperatives, and urban development and housing departments attended the meeting.
