PATNA: In order to implement paperless office, the state cabinet on Tuesday okayed the proposal to introduce online registration system of various documents related to land flat etc with immediate effect. Those who will register online, one will get rebate upto Rs 2000 on stamp duty.
Talking to reporters here after the cabinet meeting, principal secretary cabinet secretariat department Brajesh Mehrotra said that one percent rebate will be given to on the stamp duty rate. The upper limit of the rebate will be Rs 2000, he said. It will be an important step to introduce e-governance in the state, he added.
The state cabinet also okayed the proposal to transfer the centrally sponsored "Swachch Bharat Mission" (rural) and state sponsored "Lohia Swachch Yojana" to the rural development department. Now these two programmes would be managed by the rural development department for the construction of domestic toilets.
The cabinet also okayed the a total sum of Rs 792.92 crore as grant for the urban local bodies under the state plan for the current financial year.
The cabinet okayed the appointment of Diwan Abdul Khan currently as the principal judge family court , Vaishali as the chairman of the commercial taxes appellate Bihar. The post was lying vacant after the transfer of its former chairman Balram Dubey.
The cabinet also okayed the proposal to set up IIT Bihta OP in Patna district. A total 13 posts has been created to maintain the OP.
For the financial turnaround of power distribution companies under the GOI scheme, the cabinet okayed the issue of bond against Rs 1554.52 crore in which Rs 913.26 crore would be for the South Bihar Power distribution company and the remaining amount would be for North Bihar Power distribution company .
The total dues is Rs 3109.05 crore in which 50% amount bond would be issued in the first phase.
Earlier, the CM Nitish Kumar held a second marathon meeting to review the Bihar Vikas Mission (BVM) progress and its activities here at Samvad bhavan. It was decided to allocate a budgetary provision of Rs 200 crore to its nodal cabinet secretariat department.
The appointment of nearly 2000 posts including manager, IT supervisor, single window supervisor would be completed soon. The entire process of appointment, setting up district level registration office and development of software would be completed before October 2. The BVM would be operational on October 2.
The meeting also decided in principle to integrate subsidiaries of the urban development department like Buidco, Jal Parshad into one. The meting has directed the concerned official to prepare a proposal on this direction.
The CM expressed concern over the slow pace of the construction of district level stadium. He directed the officials to prepare a rules for the maintenance and development of stadiums in the state.
He also said that a separate football stadium would be constructed at Rajgir besides a separate cricket stadium at the same place. CM also directed its officials to make rules and regulations for the maintenance and operation of hostels for the SC/ST students in the state.
