BRABU nod to Rs664.53cr budget

: B R Ambedkar Bihar University senate unanimously passed a no-deficit Rs664.53 crore annual budget for 2016-17 on Saturday with special emphasis on expanding BEd teaching and enhancing expenditure on sports activities during the financial year.Compared to last year, the total outlay for 2016-17 would be less than Rs200 crore without curtailing any essential expenditure, said university proctor Satish Kumar Rai. He clarified that except for DA arrears since July last year, the financial burden of the university has considerably eased with the salary payment to teachers, non-teaching employees and retired staff being cleared till last month.
Presiding over the meeting, vice-chancellor Pandit Palande said the senate decided to grant two-year session-wise conditional affiliation to 18 of the 39 constituent colleges under the university to start BEd course from the coming academic session and to accord affiliation for another session only after proper scrutiny.
The VC said the senate approved of only Rs15 lakh to the sports council but allowed the university to spend the entire amount collected by colleges in the name of sports. Fees collected by colleges might be around Rs50 lakh. As such, the university would now spend more than Rs50 lakh on sports compared to only Rs15 lakh during 2015-16.
However, the university proctor said the university had already decided to hold students union election in August in accordance with the recommendations made by Lyngdoh Committee which has restricted the age of participating students to 25 with the precondition that the candidate should not have faced any disciplinary action and attended 75% classes.
AIDSO (All India Democratic Students Organisation) and ABVP (Akhil Bharatiya Vidyarthi Parishad) did not attend the meeting convened for the purpose by the university on Friday, the proctor said.

The Colleges under the University lack basic infrastructure to impart good education to the students, the syllabus is out of date, there is no discipline in the colleges and among the students. The University and Colleges should send their staff to study how education goes in the state of Maharstra anf in Karnatka and in Andhra Pradesh.
