homebuyer has dedicated his flat at Leisure Valley to Union home minister Amit Shah with a declaration on a Rs 10 stamp paper, demanding that the government pay heed to his plight, and that of other buyers, and grant a stress fund to help NBCC kickstart completion work.

Tagging Shah, Prime Minister Narendra Modi and BJP, and using hashtags like #HelpAmrapaliBuyers, #HelpModiJi #HelpAmitShahji, Dipankar Kumar tweeted on Sunday that Amrapali buyers like him were tired of the long wait for their flats and their hopes had been shattered.

"I decided to give up my flat worth Rs 43 lakh at Leisure Valley to the government as a gesture of 'sacrifice' so they get moved to take action for the Amrapali buyers. With so many buyers stuck for their houses for years now, the government should make it possible for Amrapali projects to access the stress funds," Kumar said.

A computer engineer by profession, Kuumar runs his own firm. He bought his Leisure Valley flat in 2014. Five years on, the 33-year-old is still living in a rented apartment with his wife.

Dipankar Kumar's letter, with an affidavit on the stamp paper, was sent to the BJP office by post.

Amrapali has more than 42,000 flats, of which 14,000 have been handed over and are occupied. The rest are awaiting construction.

In a recent announcement by the central government on stress funds, Amrapali projects were not included.

Meanwhile, government-backed NBCC, which has taken over construction and redevelopment of some Amrapali projects, is expected to hand over apartments in

Eden Park

and Castle - the first two of the 16 stalled projects - in January.

NBCC also floated tender for completion of work in seven other stuck Amrapali projects - Centurion Park in Techzone 4, Silicon City phases 1 & 2 in Sector 76, Zodiac in Sector 120, Sapphire phases 1 & 2 in Sector 45, and Princely Estate in Sector 76. The last date for submitting bids is December 26. The total value of the tender is Rs 562 crore.

"At a time when thousands of buyers are going through financial difficulty at Amrapali and completion activity is not taking off because of lack of initial funding, we demand that the government should bring Amrapali under its stress fund net. The initial support is needed to push these projects to completion," Abhishek Kumar, president, Noida Extension Flat Owners' Welfare Association (Nefowa), said.
