Tiwari suspects the accused surveilled his vehicle. One of the accused distracted the driver, telling him to come out by opening the centralised lock. His aide kept a watch, while the third picked up the bag from the back seat, and the fourth walked away with it. Police believe the accused are history-sheeters and have circulated their images.
