Maharashtra has more than 1.04 lakh primary schools with an enrolment of around 1.45 crore students, while secondary and higher secondary schools number 29,641 with about 63.6 lakh students, according to the Economic Survey 2025-26 tabled in the state legislature on Thursday.


The survey noted that the number of schools providing primary and upper primary education rose slightly from 1,04,499 in 2023-24 to 1,04,526 in 2024-25. However, the share of schools located in rural areas dipped marginally from 75.2% in 2023-24 to 75.1% in 2024-25.


Primary schools per thousand children in the relevant age group stood at 10.1 in 2023-24 and declined slightly to 10 in 2024-25.


The Economic Survey also said the percentage of girls’ enrolment increased marginally from 47.7 in 2023-24 to 47.8 in 2024-25. The pupil-teacher ratio improved from 31.1 in 2023-24 to 30:1 in 2024-25.


It further said the government is implementing several programmes focused on child welfare and nutrition, including the Integrated Child Development Services (ICDS) scheme, which operates through 1,10,664 anganwadis across 553 child development projects in the state.


The scheme offers services such as supplementary nutrition, immunisation, health check-ups, referral services and pre-school education for children below six years, as well as for pregnant and lactating women.


The survey also pointed out that the share of the child budget in the overall state budget rose from 12.9% in 2024-25 (revised estimates) to 13.3% in 2025-26 (budget estimates).


In the area of women’s welfare, the state has set up mechanisms such as fast-track courts and “Bharosa” cells, along with more than 1.19 lakh complaint redressal committees in government and private institutions to address crimes against women and workplace harassment.


According to the survey, 50,350 crimes against women were reported in the state in 2025, compared with 46,320 in 2024 and 47,029 in 2023, underlining the need for continued efforts to strengthen women’s safety and support systems.


The report added that the state government continues to implement a range of social welfare and development schemes aimed at improving health, education, nutrition and social security outcomes across Maharashtra.

Maharashtra Budget 2026 Live: Under fiscal stress, state may hike ready reckoner rates by over 5% by April

Citing fiscal pressures and a sharp rise in the state’s debt burden, the government may revise ready reckoner (RR) rates for property transactions from April, reports Nisha Nambiar. Officials said on Thursday that an average increase of over 5% is likely.


“Considering widening revenue deficit and the surge in supplementary demands, a revision in RR rates appears imminent. An announcement will be made on March 31,” a senior state government source told TOI.


Officials said consultations with districts have been completed, but the final decision will depend on the funds required for infrastructure projects, welfare schemes and other commitments.


In the current fiscal year, the property registration wing has a revenue target of Rs 63,500 crore. Officials said around 85% of the target has already been achieved. Last year, the government increased RR rates by an average 3.89% after keeping them unchanged in 2023-24 and 2024-25.

Maharashtra has witnessed a sharp decline in infant mortality over the past five decades, with the Infant Mortality Rate (IMR) falling to 14 deaths per 1,000 live births in 2023, according to the Economic Survey of Maharashtra 2025–26 released on Thursday. The figure is considerably lower than the All-India average of 25 for the same year. The latest data, drawn from the Sample Registration System (SRS), points to sustained improvements in maternal and child healthcare services across the state.


The report explains that IMR refers to the number of deaths of infants aged one year or below per 1,000 live births in a specific population during a given time period. Along with the fall in IMR, the survey noted improvements in several other child health indicators as well. The neonatal mortality rate — which measures deaths of infants within the first 28 days after birth — stood at 11 per 1,000 live births, while the under-5 mortality rate was recorded at 16 deaths per 1,000 live births in 2023.

The services sector has remained a buoyant segment of the state’s economy,” the survey states, adding, “A favourable price environment and record GST collection during the current financial year have supported the state’s growth momentum.” Despite this progress, the survey points to deep regional disparities, with only six districts — Mumbai, Thane, Pune, Nagpur, Raigad and Kolhapur — recording per capita income above the state average in 2024-25, while 28 districts remained below it and 11 districts reported per capita income lower than the national figure.
