Mumbai’s civic body, the BMC, will present its 2025-26 budget on Tuesday. This marks the third straight year that the budget will be submitted to an administrator instead of a standing committee, as the BMC has been under administrator rule since March 2022. Additional municipal commissioner (projects) Abhijit Bangar will present the budget to administrator-cum-civic chief Bhushan Gagrani, while additional municipal commissioner (eastern suburbs) Amit Saini will present the education budget. The BMC, India’s wealthiest civic body, had a Rs 59,954.75 crore budget for 2024-25, reflecting a 10.5% increase from the previous fiscal.

Transportation and Commercial Hub Proposed in BMC Budget
The proposed Transportation and Commercial Hub at Dahisar Check Naka, located on the Western Express Highway, aims to provide lodging facilities for passengers arriving in Mumbai from other states. The project also includes plans for commercial offices, passenger vehicle parking, and other related amenities. A star-category hotel with 456 bus parking spaces, 1,424 motor vehicle parking spaces, and 131 rooms is also proposed, according to the budget.
Since the project is connected to the Western Express Highway and metro stations, it will help facilitate the onward journey of frequent passengers and alleviate traffic congestion in Mumbai. The capital investment for the project, as well as the funds for its maintenance, will be sourced from the project itself. As a result, the BMC will not face any additional financial burden, and the project will create a new source of income, the budget report states.

Despite its own substantial funding needs for ongoing projects and key initiatives, BMC has proposed a ₹1,000 crore grant for BEST in the 2025-26 budget, considering its financial situation.

The budget estimates for FY 2025-26 are 14.19% higher than those for 2024-25. As of December 2024, the BMC's revenue stood at Rs 28,308 crores, comprising compensation in lieu of Octroi, development charges, property tax, and more.
The BMC had sought state government directives to share the premium for additional FSI on a 25:75 basis between the state government and itself. However, a notification issued on October 14, 2024, now grants the BMC a 50% share of the premium from additional FSI, up from the previous 25%. This revision has already brought in an additional Rs 70 crores for the BMC and is projected to contribute Rs 300 crores in FY 2025-26, according to Gagrani's statement.
