UP government raps BSAs over delay in enrolment of out-of-school kids

With the enrolment of 27% children still pending, the Uttar Pradesh (UP) government pulled up the basic shiksha adhikaris (BSAs) over delay in completing the enrolment of ‘out-of-school’ children.

MEERUT: With the enrolment of 27% children still pending, the Uttar Pradesh (UP) government pulled up the basic shiksha adhikaris (BSAs) over delay in completing the enrolment of ‘out-of-school’ children.Under the ‘Sharda’ (School Har Din Aaye) initiative, the state authorities had asked the basic shiksha adhikaris to identify students who left the school in between or never studied in one and categorized them as ‘out-of-school’ students. Now, there is more stress on enrolment of these children in schools.An order issued by Vijay Karan Anand, state project director, Sarva Shiksha Abhiyan, read, “This is to bring to your notice that all of you were asked to enrol out-of-school on priority. However, after the district-wise data was analysed, it was found that the enrolment of 27% children still continues to be pending. All of you are instructed to see that enrolment of all the out-of-school students is completed on an urgent basis.Notably, under the ‘Sharda’ initiative, instructions were given to enrol all the identified out-of-school students in schools from April 1 to 20, this year. Then, all the block education officers were supposed to take the enrolment data of the students from each nyaya panchayat and complete the data entry by April 30.
However, the data feeding was delayed and a warning was given by state authorities in May this year, but to no avail.In a fresh warning by Sarva Shiksha Abhiyan’s state project director, the order read, “All the out-of-school students should be enrolled in school on an urgent basis or action will be taken against the concerned authorities.”Under this initiative, out-of-school students were to be identified and enrolled in schools. Out-of-school students refer to those who have never been admitted to schools or despite being enrolled, have not attended class for 45 days at a go. The ‘Sharda’ initiative includes identification of out-of-school students, their registration, assessment, enrolment in class on the basis of age and training, according to class they are admitted into and retention in school.
