He was speaking as the chief guest at a function organized for handing over 4,500 Arogya Suraksha Cards (health insurance cards) under the joint auspices of G Shankar Family Trust, Mogaveera Yuva Sangattan, Udupi district in association with Manipal University. Kharge said the national health insurance scheme, envisaged by Prime Minister Manmohan Singh covers six crore families and over 30 crore people will benefit from medical treatment worth Rs 30,000.
He lauded Manipal University authorities and the Shankar Family Trust for taking up the project themselves despite the state government not extending any support.
Justice N Santhosh Hegde, Lokayukta, handing over the first Arogya Surkasha Card to a beneficiary said, wherever the government fails to take up the schemes mooted by them, NGOs implementing such schemes are to be appreciated. He said legislations made by the government are not percolating to the grassroot level, as the authorities lack the will to do so. Hegde mentioned a report that appeared in The Times of India recently which said the CAG pointed out that schemes worth more than Rs 51,000 crore were not accounted for. Hegde said he intends to probe why the National Highway authorities of the state have failed on repair works.Prof H S Ballal, Pro-Chancellor and Prof Sripathi Rao, Dean KMC, Manipal University, Vinaykumar Sorake, former MP, Lalaji Mendon MLA and G Shankar spoke on the occasion .
