LUCKNOW: In a fiery executive meeting of PCS officials held on Wednesday, majority of the members decided not to accept promotion to the IAS cadre, as the elevation period is much more than prescribed in service rules.

though, according to service rules, a pcs officer becomes eligible for elevation to ias cadre within eight years of service, in practise it takes almost 28 years for a pcs to become ias. “by the time we become ias, we are at the verge of retirement. we are not given secretariat postings and retire as special secretary or dm to some nondescript district,� said an official. at least 24 pcs officials of 1973 batch are waiting for elevation to the ias cadre. thirteen more are expected to get promotion next year. the intake is slow and painful, said a pcs official and executive member of the up pcs association. the pcs officials also questioned the assurances and ghoshnas made by the chief minister during a function of pcs officials. the cm had assured at that time that problems of the pcs officials would be over by october 30. “it is almost mid-december and the cm has not taken any step to take care of our grievances. this shows that the cm has more penchant for ghoshna than action,� said an executive member. a delegation of the pcs association is likely to meet the chief secretary ap varma and chief minister rajnath singh to apprise them of the grievances of the pcs officials. secretary of the association shambhu nath yadav said the executive committee has decided to ask the government to earmark the posts of principal secretary, secretary and district magistrates for pcs officials. under 309 article of the constitution, the government would also be asked to identify pcs cadre posts and immediately issue orders for inclusion of 24 pcs officials in the ias cadre, he said.
