UP edu dept to rank districts on points BSAs earn

Lucknow: The UP education department has introduced monthly assessment of districts based on the performance of the district basic education officers (BSAs). Officials said the aim was to promote competition and enhance quality of learning in state-run schools. Beginning from June, districts will be ranked for implementation of various govt schemes and projects in a time-bound manner.
The department has chalked out 21 performance indicators under eight categories carrying 100 points. Ranking will be done based on the points earned by districts. Of the 100 points, two key parameters — identification of land for establishment of CM model composite schools and Abhyudaya schools and attendance of students and distribution of mid-day meals in schools — hold a maximum of 10 points each.
Under the category of construction work, BSAs will be marked on performance indicators like progress on dilapidated school buildings, utilisation of funds allocated for PM Shri schools and identification of land for model composite and Abhyudaya schools. Each of the indicators carry five points.
Similarly, parameters like digitisation of registers, percentage of supportive supervision by Academic Resource Persons (ARPs) and State Resource Group (SRGs) will be used to assess BSAs for imparting quality education. Each parameter carries five points. Under the category of girl education, evaluation be carried out on indicators such as enrolment, attendance of students and staff in Kasturba Gandhi Balika Vidyalayas (KGBV).
Points have also been earmarked for activities for mobilising community. This includes mapping of out-of-school children and percentage of those mainstreamed in schools. Besides, efforts made towards inclusive education will also help BSAs take their districts to the top level. Lowest of one point has been given for training of nodal teachers for inclusive education.
“Since BSAs lead the district, this will basically focus on their performance. The objective is to promote competition thereby enhancing quality. High performing districts will handhold the ones with relatively poor performance,” said an official.
In her directives to BSAs, director general of school education (DGSE) Kanchan Verma said that goal setting is required for fair assessment of govt schemes and projects. A transparent ranking system will help bring out a clear picture of the implementation of govt schemes and projects, Verma said in her directives to BSAs.
