According to data collected by TOI from the department of food and civil supplies, UP, the total amount of kerosene supplied through the Public Distribution System (PDS) in the state is around 1.8 lakh kilolitres. Being highly subsidised, this costs around Rs 10 to ration-card holders.
Prices have, more or less, remained static for last five years, as per market sources.
Top officials of the state's oil industry, pleading anonymity, said, "Almost 90% of the oil ends up with the oil mafia through a nexus between the district sales officer, the dealer and the quota holder." Kerosene proves a perfect adulterant for diesel, the price of which has zoomed after the lapse of Administered Price Mechanism (APM) and at present costs Rs 36 per litre. All the four public sector oil majors IOC, HPCL, BPCL, IBP and the new private entrants have a presence in the state.Data collected from the market signals that there are around 5,000 petrol pumps operated by oil majors and each one of them, on an average, sells around 150 kilolitres of petroleum products (comprising diesel, petrol and lubricants) every month. About 40 per cent of the pumps are located on national and state highways where the major sale is of diesel. Senior officials from IOC and HPCL throw up a simple calculation to prove their point. Per litre of diesel sold through the right channels fetches a profit of 51 paise to the petrol pump owner.
