LUCKNOW: They are supposed to protect the common man but themselves live under constant fear. They are also supposed to enforce the law but show no qualms before breaking it. For some senior officials of the UP Police, carrying a gunner is just a fad and for some, plain status symbol. And for this, they can go to any length.
An amended government order (GO) was issued by Mayawati government on July 30, 2007, stating that gunners to individual can only be provided if there was a report from the district security committee concerned on his or her threat perception and the same was reviewed and approved by the three-member high-power committee comprising of the principal secretary, home, director general of police and the additional director general of police (security).

It is also mentioned in the GO that if the district security committee feel that there was actually some threat on an individual, it can grant temporary gunner for a month which would be extended by a month twice. But unless approved by the state-level high-powered committee, under no circumstances, a person can enjoy the facility of gunner beyond three months.
