LUCKNOW: Was it a cover-up exercise? The one-member commission appointed by the Mulayam Singh Yadav government to inquire into the Noida land allotment scam, functioned only to buy time.
After cancelling the allotments made by the Noida Authority on July 4, 2005, the state government instituted a one-member commission of inquiry headed by AN Gupta, a retired judge of the High Court, on July 14, 2005, to probe the entire allotment process.

The initial time given to the inquiry commission to complete the inquiry and submit its report to the state government was three months.
On the request of the inquiry commission, the state government on October 9, 2005, gave an extension of six month to it for completing the inquiry.
The term of the commission was to expire on February 13, 2006, but before the expiry of the first extension, the commission again sought a six-month extension on January 27, 2006. The commission's request was accepted by the government on August 17, 2006, and this time the deadline set was October 31, 2006.
Again on October 9, 2006, a fresh request was made by the inquiry commission for a further six month extension and the state government without slightest of hesitation issued orders on March 9, 2007, extending the tenure of the commission till March 31, 2007.

Interestingly, on March 28, 2007, a fresh request was made by the inquiry commission to extend its tenure by another six months. And the chief minister on May 7, 2007, had little hesitation in granting another extension to the commission and this time the new deadline to complete the inquiry was July 31, 2007. But this time, as the election process was on, a formal order to this effect could not be issued.
However, as Mayawati, after taking over as the chief minister on May 13 had announced that all decisions of the state government after February 21, 2007 —the day notification for assembly elections was issued — would be reviewed, an assessment of the progress made by the inquiry commission was carried out by the state government.
