LUCKNOW: Amitabh Thakur, an officer of Indian Police Service posted in UP, on Wednesday filed a writ petition in the Lucknow Bench of Allahabad high court alleging harassment by senior officials.
In his petition, Amitabh has said that he is being harassed and subjected to discrimination for a very long time by Kunwar Fateh Bahadur, principal secretary (Home),
Vijay Singh, secretary to the chief minister and others.
Significantly, this is the third case in last one month when senior officials in
Mayawati government have been accused of harassment.
According to the petition, Amitabh was denied study leave but later allowed after intervention of court. The second instance, the petitioner alleged, is related to his suspension as Suprintendent of Police (SP), Gonda, in which the inquiry was deliberately kept pending for long by Kunwar Fateh Bahadur and was closed after Singh was removed by the Election Commission from the post of principal secretary (home) during 2007 assembly elections. Similarly, another inquiry was quashed by CAT, Lucknow. In the fourth case, Amitabh, in the petition, has said that he is also not being promoted to the rank of DIG. Instead, he said, he has been posted to a non-existent "Rules and Manuals" department which has not yet been created by the state government and the post is not permissible as per IPS (Cadre) Rules.
Amitabh has also stated in the petition that he has made number of representations to the chief minister, chief secretary, Director General of Police and other senior officials in last few years. But nothing was done.
Left with no other option, Amitabh said he has now filed the petition before the high court. He has sought a high-level inquiry in his case and has also requested that he should be suitably compensated for losses.
Earlier this month, deputy inspector general, fire services, DD Mishra, had accused senior officials including Kunwar Fateh Bahadur Singh of harassment and had alleged life threat from them. He was first forcibly taken to mental hospital where he was declared suffering from 'bipolar disorder'.
Last week, Babu Singh Kushwaha, former minister and senior BSP leader, in a letter to chief minister Mayawati, had expressed a threat to his life from some ministers and officials. In both the cases, government had denied allegations. While Mishra was declared mentally sick, Kushwaha was termed as liar. Though government has ordered an inquiry into the complaints made by Mishra, nothing has been done in Kushwaha's case.
