The urban planning department has directed the Ayodhya administration to take necessary action in this regard as per rule after reviewing the relevant documents. The matter of change of land use in Dhannipur, where the mosque is proposed to be constructed, has been pending with the ADA for the past four months.

Special secretary, housing and urban planning, Sunil Kumar Singh, in a letter (no. 127/eight-8-2022-05LUC/2022 dated January 18) to the ADA vice chairman has directed for the disposal of Indo-Islamic Cultural Foundation’s (IICF) map plan for the construction of the mosque. The letter directed the ADA VC that action should be taken for the change of land use from “agricultural” to “public facility”.

The letter says that the Supreme Court, in its Ayodhya verdict dated November 9, 2009, had ordered the allotment of 5 acres of suitable land to the Uttar Pradesh Sunni Central Waqf Board in the acquired area under the Ayodhya Act, 1993, or at any appropriate prominent place in Ayodhya for the construction of a mosque and other facilities.

“We have received instructions from the government. The issue will be taken up on Monday and a decision will be taken subsequently,” said ADA chairman and Ayodhya divisional commissioner Gaurav Dayal.

The Ayodhya administration had allotted the said 5 acres of land in Dhannipur village of Sohawal tehsil about 25km from Ayodhya town as per the verdict of the Supreme Court.

After the allotment of land, the Uttar Pradesh Sunni Central Waqf Board formed a Trust, the Indo-Islamic Cultural Foundation, for the construction of the mosque and other facilities.

A mosque, a hospital, a research institute, a community kitchen and a library are to be constructed by the Indo-Islamic Cultural Foundation (IICF) trust on five acres of land.

Secretary of IICF, Athar Husain, said an application was given in May 2021 to seek approval for the construction of the mosque and other facilities on the land allocated in Dhannipur village of Ayodhya.

The construction work, however, got delayed due to no-objection certificates sought by the Authority. Further delay was caused due to the change of land use as the allotted land was for agricultural purposes.
