This was mentioned in a document of the party presented during the 12th meeting of the Western Ghats Special Zonal Committee on July 28, 2019. It asked members to intensify their work among plantation workers and adivasis and intervene in issues such as debt cases, blade mafia and man-animal conflicts in Wayanad.

Maoists

are focussing on a region that come under the limits of three police stations in Wayanad to carve out a new area for expansion activities. This move is strategically important after the near annihilation of Bhavani dalam in the police encounter at

Attappadi

on October 28 and 29.

The document had warned against the lax attitude while conducting APT (appointment/meeting of cadres at pre-fixed points in urban centres). Allan Shuhaib and Thwaha Fasal were caught by police during an APT on November 1. “We must rectify past APT mistakes and shortcomings,” said the document.

The report also suggested that the social investigation survey of CPI (Maoist) in Western Ghats is not over. It is a study conducted by Maoists before they start activities in a region and it includes a comprehensive analysis of the people, terrain and economy of the region. The document said three villages should be chosen for the model survey for which a questionnaire will be prepared by the higher committee. “Understanding social, cultural, economic, political spheres in our working areas is important. A questionnaire is being prepared,” it said.

Meanwhile, Nadugani dalam has alleged that one or two persons, who were caught during Attappadi encounter, are still in police custody.
