The foundation stone was laid by Ananda Mohan Bose on October 16, 1905, to protest against Lord Curzon’s decision of dividing Bengal on religious grounds. More than 50,000 people had gathered at the site to witness the event.

The idea to set up the library was proposed in a meeting at Town Hall on September 22. “Sister Nivedita gave the name ‘Milan Mandir’ to raise a unified voice of protest against the partition of Bengal. The Federation Hall Society played an important role in the nationalist movement of our country,” said commission chairman Suvaprasanna. “October 16 in 1905 was a historic day in Kolkata when people had observed fasting and bathed in the Ganges in the morning. They tied rakhi on each other’s wrist to showcase harmony and unity. To commemorate the foundation-stone laying ceremony, we have decided to hold a procession in collaboration with ‘Purono Kolkatar Golpo’, a citizen group, with banners, posters, and songs on October 16,” said Shyamal Banerjee, a secretary of the library.
