Assembly adopts resolution against UGC draft regulations
Kolkata: The state assembly adopted a resolution on Thursday to withdraw the UGC draft regulations, 2025. Higher education minister Bratya Basu moved the resolution, which was discussed in the absence of the BJP MLAs.Basu said the UGC regulations were aimed at bypassing the state govt regarding the selection and appointment of the VCs of state-run universities as there won't be any state representative in the search committee. Basu said it undermined the federal structure of the country. He said the new regulations aim to establish a new set of qualifications for the recruitment and promotion of university and college teachers. The draft regulations were not aligned with the state's education system, he added.Basu said the governor did not give assent to a bill, sent to him in Aug 2023, which intended to make the chief minister the chancellor of all state-aided universities, in place of the governor.Trinamool MLAs Tarun Kumar Maity and Rafiqul Islam Mondal questioned how an elected govt could be bypassed, undermining the federal structure. They called for a complete withdrawal of the draft regulations.
