‘File compliance report on co-op bodies’ irregularities’

Jodhpur: Displeased by the delay in action against the cooperative societies and their officials found involved in irregularities in disbursal and waiver of loans, the high court has given last opportunity to the registrar (cooperative societies) to submit a compliance report of its previous directions.A division bench of Justice PS Bhati and Justice RP Soni last week ordered the principal secretary (cooperative department) to remain present in the court to explain the non-compliance of its orders, if it does not receive the compliance report on or before the next date on February 5.During the previous hearing on November 3, the court had sought an affidavit mentioning the number of the cooperative societies, which had an annual audit as well as the societies, which reported discrepancies in these audits, with their names.The court had also sought an affidavit on the action taken against these societies and its officials.During his appearance in the court on a hearing in October 2022, the then registrar co-operative societies had assured the court to be monitoring all the pending cases registered between 1990-2019 and take action against the guilty within two months.The court has also expressed its displeasure in failure of the Registrar in adhering to the time frame given in the court for appropriate3 action.During a hearing in December 2021, the court had given direction to the joint chief auditor, co-operative department, Rajasthan to conduct audit proceedings of the cooperative banks and cooperative societies within a period of three months.In its compliance report submitted in the court in May 2022, large number of irregularities had been found in disbursement and waiver of loans, after which directions had been issued to the registrar co-operative societies to submit report with regard to the action taken against those co-operative societies and its officials who were alleged to be involved in irregularities.

Pilot project in Gujarat districts to expand reach of rural cooperative banks

A pilot project has been launched in Gujarat, specifically in Panchmahal and Banaskantha districts, to expand the reach and capacity of rural cooperative banks. Bank accounts of all members of the cooperative societies are being opened in the District Central Cooperative Banks, and Rupay Kisan Credit Cards are being distributed. The success of this model will be replicated in all districts to increase the footprint of rural cooperative banks. The pilot project has already seen a significant increase in the flow of funds and number of transactions through Rupay Kisan Credit Cards in both districts.

He emphasizes the need to protect the interests of small farmers and boost storage capacity across the country. The ongoing Viksit Bharat Sankalp Yatra aims to cover those left out of government welfare schemes, benefiting crores of people. The Yatra has already covered 2.5 lakh villages in less than 50 days.
