JAIPUR: In addition to the routine disbursement of tax devolution, the Central govt has allocated a supplementary tranche for states, including Rs 8,400 crore for Rajasthan, to expedite development and capital expenditure. After Uttar Pradesh (Rs 25,069 crore), Bihar (Rs 14,056 crore), Madhya Pradesh (Rs 10,970 crore), West Bengal (10,513 crore), and Maharashtra (8,828 crore) Rajasthan gets the highest share among the 28 states. Rajasthan’s allocation amounted to Rs 65,500 crore and Rs 57,150 crore in the fiscal years 2023-24 and 2022-23, respectively.
Although the apportionment of taxes is ascertained based on various criteria, the Congress-led state govt had previously expressed dissatisfaction regarding the Centre's decision to reduce Rajasthan's receivables.
The horizontal devolution methodology employed for determining the quantum of the share assigns a 12.5% weightage to demographic performance, 45% to income, 15% each to population and area, 10% to forest and ecology, and 2.5% to tax and fiscal efforts.
Moreover, the Central govt also disburses performance-based incentives and grants to states in areas such as health and education, rural economy and infrastructure, governance and administrative reforms, and the power sector.
Furthermore, grants are provided to local govts for the incubation of new cities and health-related initiatives. In the case of grants for urban local bodies, basic grants are allocated to cities or towns with a population of less than one million.
