Now, 25L bank guarantee must for super speciality docs in state

Jaipur: Rajasthan govt has made a Rs 25 lakh bank guarantee mandatory for doctors from govt medical colleges who join super-specialty DM/MCh courses through NEET-SS, to ensure they return and complete two years of compulsory service in govt hospitals after training.The bank guarantee will apply retrospectively for the 2025-2026 batch of students enrolled in super speciality courses in the state.The order, issued by the medical education department in Jaipur under the state's Broad Speciality Bond Service Policy, also covers candidates joining senior residency at top national institutes and comes as the state moves to retain doctors in the govt system and meet National Medical Commission norms.Earlier, there was no requirement for a bank guarantee. At present, postgraduate and super-specialty students in govt and RAJMES medical colleges are already required to serve two years in state hospitals after completing their course, backed by a Rs 25 lakh bond.Under the new framework, if a postgraduate student is selected for a super-specialty course, the state may allow admission only after a bank guarantee equal to the bond amount is secured through the concerned medical college. The doctor must then complete two years of govt service after finishing the super-specialty course.The same condition will apply to candidates selected for senior residency at Institutes of National Importance such as AIIMS, PGI Chandigarh and JIPMER. They may be granted permission by the state and institution only after submitting a bank guarantee equal to the bond amount.For candidates selected for super-specialty courses or fellowships at prestigious institutions that require original documents, the state said the documents may be released for one month on an undertaking. If the candidate joins, the original documents will be released only after the bank guarantee is obtained.The medical education department has also proposed raising the bond amount to up to Rs 1.5 crore, depending on the specialty, a move strongly opposed by resident doctors groups. The Jaipur Association of Resident Doctors said the bank guarantee would effectively require a fixed deposit-backed financial commitment that many young doctors cannot afford. It also objected to the cumulative service burden: two years after MD/MS and another two years after DM/MCh, taking the total obligation to about four years.JARD president Rajpal Meena said, "The policy would hit doctors who completed MD/MS from Rajasthan govt medical colleges and later secured DM/MCh seats through NEET-SS. The proposed increase to upto Rs 1.5 crore a severe financial barrier that could discourage doctors from pursuing super-specialty training."A medical education department official said, "The policy is linked to the National Medical Commission's (NMC) 2025 Teacher Eligibility Qualification Exchange regulations, under which senior residency is mandatory for faculty appointments in medical colleges." He added, "The bank guarantee is meant to ensure doctors in high-demand branches such as radiology fulfil the two-year service obligation in govt hospitals for fulfilling the NMC norms."
