According to officials of National Highways Authority of India (NHAI), a cloverleaf interchange was planned to manage traffic flow between Jaipur Ring Road and Jaipur-Ajmer highway. Due to delays in its construction, a temporary solution-a median cut-was introduced to facilitate U-turns for vehicles travelling from Jaipur-Ajmer highway to Jaipur Ring Road. This design was approved by a committee of officials from Jaipur Development Authority (JDA), NHAI, and traffic police before its implementation.

NHAI called for enhanced safety measures at critical junctions, including round-the-clock police presence to ensure compliance with traffic rules. It also said that inflammable materials should be escorted by designated vehicles. However, Jaipur police officials have pushed back, claiming they should not be held accountable for the crash. A police official said, "NHAI should provide documentation from the meeting to show we requested them to open the median cut, or offer proof that the accident was caused due to the police."
