JAIPUR: Important documents of Gandhi Enclave Scheme -- an affordable housing project -- are reportedly missing from the Jaipur Municipal Corporation (JMC) headquarters.
JMC was to launch the scheme at Sirsi Road (Vaishali) promising plots to at least 250 people along with a similar scheme at Kundan pura area in October. However, the launch has been delayed ostensibly because relevant files have gone missing since the former CEO L C Aswal was given marching orders in mid-October .
Ironically, the files were missing in the month Gandhi was born.

However, the mayor Jyoti Khandelwal denied that any such files are missing. She told ToI that she has issued a circular to all departments at JMC to surrender all relevant papers related to the proposed Gandhi Enclave to the office of the new CEO MP Swami.
"We are finalising the details of funding through nationalised banks so that allottees can get 98% funding to construct their houses," says the mayor. The JMC expects to collect at least Rs 50 crore by the sale of those 250 plots through lottery. It would be a facilitator for arranging finances for construction of house by the individual allottees after drawing the lots. The JMC will provide counter-guarantees. The role of civic body would be to provide road connectivity, sewage and public lighting system.

Sources suspect since the value of the land is estimated to be huge and the chance of price rise in nearby underdeveloped area, the land mafia and officials might have removed the files. It may be recalled the land was freed from encroachments by the then CEO LC Aswal. This was believed to be his pet project and he was about to launch it in October, but was transferred.
Meanwhile, a similar project planned by the civic body at Kundanpura near Sanganeralso embroiled in ownership wrangle with JDA and housing board. A JMC official said, "When the land was under encroachment no one came to evacuate the public land but the when we freed the land for our schemes, many claimants cropped up. I have settled the issue for ever and the project would be launched soon." The scheme would have atleast 240 plots for lower and middle income group people and would be given away by drawing the lot.
Both these schemes will have commercial component in the form of two commercial complexes and group housing schemes. The commercial complex and group housing would be built by the builder who would be chosen through open tenders. According to an estimate, the JMC would earn atleast Rs 50 crore each on complex and another Rs 50 crore in the auction of group housing.
