Dotasra attacks Raj govt over budget mismanagement, unspent funds

Jaipur: Tearing into the BJP govt in the state assembly Monday, Govind Singh Dotasra said the 2026–27 Budget was "nothing more than a projection of paper figures, completely disconnected from ground realities."Citing the latest CAG India report, Dotasra said the govt's own audit showed major financial mismanagement. "While the state was supposed to bring in Rs 36,684 crore from the Centre in 2024–25, it managed to secure only Rs 22,890 crore — a sharp shortfall of 37.6%," he said.
He said Rs 15,120 crore remained idle in public deposit accounts, while Rs 60,604 crore — nearly 11.5% of the total budget — was surrendered unspent. On revenue, he said that against an SGST target of Rs 48,000 crore, the state collected Rs 42,000 crore, a 12.5% decline."State excise revenue fell by 14%, with collections of Rs 15,000 crore against an estimated Rs 17,500 crore, while stamp and registration revenue slipped by 5%, reaching Rs 10,500 crore instead of the projected Rs 11,000 crore," Dotasra said.On budget execution in 2025–26, he said that out of a planned expenditure of Rs 2.5 lakh crore, only Rs 1.3 lakh crore was spent till Dec — 54%.Sharpening his attack, Dotasra said, "A govt that cannot even spend the funds allocated to it cannot possibly deliver development. A govt that fails to secure Rajasthan's rightful share from the Centre cannot protect the state's interests. What, then, was the Chief Minister bringing back from Delhi, and whose performance was he actually reviewing?"He alleged Gujarat-based interests were plundering the state and said people of Rajasthan did not elect the BJP to enable such exploitation."It is shameful that a govt is misleading citizens in the name of ‘Rising Rajasthan'. Rajasthan will not progress through paperwork and event management alone — tell us what the public is actually receiving on the ground," he said.Dotasra said in the energy sector, MoUs worth Rs 28.3 lakh crore were announced, but real work amounted to Rs 6.2 crore. In mining, he said investments of Rs 25,000 crore were promised, but projects worth Rs 50.9 crore materialised.On the petroleum refinery, he said announcements touched Rs 63,456 crore, but the state's royalty income fell from Rs 4,889 crore in 2022–23 to Rs 1,533 crore at present.
