City traffic cops prepare list of repeat drunk driving offenders
Jaipur: For the first time, Jaipur traffic police are creating a comprehensive list of repeat offenders involved in drunk driving and underage driving violations. This is part of an initiative that aims to strengthen enforcement of existing rules, which mandates permanent cancellation of licences for repeat drunk driving offenders and prohibits licence issuance for drivers below 25.
Deputy commissioner of police (Traffic), Sumeet Meharda told TOI that under Section 185 of the Motor Vehicles Act, 1988, a motorist booked for drunk driving more than once within three years will face permanent cancellation of their driving licence. He said that Section 199A of the act mandated action against vehicle owners and guardians accountable for minors caught driving and bars the issuance of a licence to the offending minor until the age of 25."We have started preparing a consolidated list of offenders booked for underage driving and repeat offenders booked for drinking and driving. We have already forwarded a list of 1,168 repeat offenders booked under Section 185 of MV Act to the RTOs concerned and their licences will be cancelled permanently," Meharda added.TOI had earlier reported on Dec 13, 2025, that due to lack of coordination between the police and the traffic departments, crackdowns on underage and drink and driving fell short of the respective sections of the MV Act.An official said there were several instances where repeat offenders booked under Section 185 of the MV Act still drove with a valid licence as they managed to get away every time by only paying the fine. He also said that there were several instances where police booked a 17-year-old motorist for underage driving, and the motorist paid a fine on that occasion and went to receive a valid licence from the RTO soon after crossing 18 years of age.Citing a case, the official said, "During an accident involving a minor that killed two people, the court slammed the police for not complying with provisions under Section 199A. When we started an inquiry, we discovered the accused had already turned 18 and even obtained a driving licence by then."
