guntur: dr m s s koteswara rao, senior telugu desam party (tdp) leader and former health minister in n t rama rao's cabinet in 1980, passed away following a heart attack at mangalagiri 25 km from here early on thursday, family sources said. he was 70, sources said. koteswara rao had represented the mangalagiri assembly segment twice and as a health minister was instrumental for creation of 'vaidya vidhan parishad' and establishment of n t r medical sciences university at vijayawada.former rajya sabha member, dr y shivaji and ap technical education minister, a rajendra prasad, have expressed grief over the death of dr rao.
