HYDERABAD: The relief and rehabilitation department has attracted the most adverse rating in the information and public relations department''s grading of 120 government wings for eight months from May 2002 till the end of January 2003.
On a scale of 100, the relief and rehabilitation department received cent per cent adverse points, reflecting the insufficient implementation of drought relief in the state.

The grading was done based on the circulation of the newspaper and the page in which a report regarding the department was published with the help of a special computer package.
The Media Analysis Information System (MSIA) was created by the government to analyse the media reports and give gradings.
In addition to relief and rehabilitation, Transco, prohibition and excise, roads, panchayat raj, tribal welfare, cooperative societies, minor irrigation, municipal administration and urban development, agriculture, health also attracted adverse gradings.
Information technology and communications, the state sports, state Aids control society, environment protection training and research, legal metrology, police, family welfare, school education departments are on the positive side.
The IT department was in news many times due to the visits of foreign dignitaries to the state and the sports authority obtained a positive grading mainly due to the National Games.
According to official sources, nearly 60 departments are on the adverse side of the government. This grading report has been submitted to chief minister Chandrababu Naidu.
