Hospital death: Telangana high court pulls up state govt over incomplete affidavit

Hyderabad: High court on Thursday expressed displeasure at the state govt for filing an incomplete counter-affidavit in response to a public interest litigation over the death of a person suffering from kidney and other ailments at Civil Hospital, Mahabubabad district. The hospital allegedly denied him treatment for not having an Aadhaar card and not being accompanied by any attendant when he visited the hospital in Oct 2025.During the hearing, the state informed the court that they did not insist on the person's Aadhaar or attendant. Taking note of this, the bench asked the state counsel about the details it sought on an earlier occasion."We asked you to file comprehensive policy and guidelines as regards to medicare facilities, but that is not filed. The counter is confined only to the Aadhaar issue. Why is that? Do we have to make a request again?" the bench asked, before adjourning the matter for further hearing.The man, Ravi of Jayyaram village, Chinnaguduru mandal, was abandoned on the hospital premises where he remained unconscious for three days, before being presumed to be dead and shifted to the mortuary on the fourth day, after he was allegedly denied treatment.Sanitation staff at the mortuary noticed signs of movement and shifted him to hospital for treatment, but he later succumbed.Stating that this "incident depicts the serious lacunae in providing medicare facilities to the residents of the state which is treated to be one of the facets of Article 21 of the Constitution i.e., the right to life", high court had in Dec 2025 directed govt to file a counter-affidavit detailing the comprehensive policy decision and guidelines for providing medicare facilities, especially to persons suffering from serious diseases.
