HYDERABAD: As the state government and Tender Loving Care Home (TLCH) at Erragadda stick to their standard explanation that only children rejected for in-country adoption had been sent for intercountry adoptions, the records speak of facts that are otherwise.
According to a report prepared by the CID, which investigated the TLCH functioning, in the case of 10 babies, TLCH failed to mention the full names and correct addresses of the biological parents and witnesses on relinquishment deeds.
The CID report also states that TLCH failed to produce the parents and witnesses before the enquiry officer for verification.
For instance, in case no. 140/2001, it was mentioned that the child belongs to the parents Chandu and Gomili, residents of Themas Petter, Chitnagutta Thanda, Mahbubnagar district in the relinquishment deed, but neither could the parents be traced nor such a village existed in Mahbubnagar.
In case no. 160/2001, the parents of the child Ramulu and Buji mentioned as residents of Ragaguntlapet village of Achampet, but they could not be traced as there existed no village by such name. Similar were the other cases and the seven witnesses traced by CB-CID were working in the same organisations run by the chief co-ordinator TLCH and only their signatures were obtained on the relinquishment deeds.
Apart from these irregularities, six FIRs had been filed questioning the existence of TLCH. These cover trafficking of children, relinquishment deeds after 2001, violation the district collector’s order to hand over baby Sricharita to government-run Sishu Vihar, child kidnapping and sale and cases at Secunderabad and Hyderabad Family Courts.
A telegraphic message to TLCH from CARA (Child Adoption and Rescue Agency) dated 19-10-2001, says “since the recognition of your organisation has not been renewed, TLCH, Hyderabad is directed not propose any child to any foreign agency or foreign national till further orders�.
A copy of this CARA communication had been sent to the Women and Child Welfare Department (W&CWD), but despite this, the W&CWD continued supporting the processing of applications by TLCH for inter-country adoptions.
