hyderabad: the hyderabad bench of the central administrative tribunal (cat) on thursday refused to stay the appointment of pervaram ramulu as director-general and inspectorgeneral of police (dg&igp) of andhra pradesh. however, the bench, comprising of cat vice-chairman justice neelam sanjeeva reddy and member (administration) m v natarajan, assured c dinakar, counsel for the petitioner, that the case would be disposed of expeditiously.
the next hearing has been set for april 4. the case was filed by senior ips officer c anjaneya reddy who challenged the appointment of ramulu as dgp on grounds that the state can have only four dgprank posts at one time; ramulu’s appointment as the fifth was therefore illegal and against ips service rules. the state government and the union home ministry were made respondents 1 and 2, and ramulu respondent 3. the bench turned down the plea of dinakar — who incidentally is an ex-dgp of karnataka who secured the post through the cat route — that the bench give an interim direction to the state government to consider one of the four dgp-rank officers for the job, while staying ramulu’s appointment. arguing for respondents 1 and 3, additional advocate-general b prakash reddy sought time to file counter-affidavits. “any interior orders staying the appointment of ramulu would create a void in the police department. hence, the benefit of convenience should be given to the respondents,� he pleaded. later, dinakar told reporters his client (anjaneya reddy) had valid grounds to say that the government cannot create dgp-rank posts at will. “just because the governor is empowered to appoint the chief minister, can he swear in two persons for the same post,� he asked.
