It happened on October 28, the first day of the winter session of the assembly . And it happened again when the house resumed on Monday .

As soon deputy speaker M Padma Devender Reddy took up question hour, leader of the opposition K

Jana Reddy

said an adjournment motion he had introduced should be taken up. The deputy speaker said this would be done after the question hour as agreed upon in the Business Advisory Committee (BAC) meeting.

Jana Reddy said in that case, the Congress would have no option but to stage a walk-out. Legislative affairs minister

T Harish Rao

remarked how the Congress could decide to walk out when the deputy speaker had not yet given any ruling on the adjournment motion. “If you are dissatisfied with the ruling, you can chose to do what you want to do but there is no ruling at this point as yet,“ Harish Rao said. “If the Congress has decided not to participate in the assembly proceedings and do some activity only outside the house, it is left to their wisdom,“ Harish Rao said.

MIM floor leader Akbaruddin Owaisi was more strong in his remarks against the Congress. Jana Reddy had admitted that it was indeed decided in the BAC that the adjournment motion would be taken up after question hour but in matters of urgency , it had said the adjournment motion should be taken up even before that.

“Jana Reddy is misleading the house,“ Akbaruddin said. He pointed out that after the formation of Telangana state, when the assembly was convened for the first time, it was decided then itself that adjournment motions would be taken up only after question hour.

Akbaruddin Owaisi also insisted that Jana Reddy's statement should be removed from the records. Legislative affairs minister T Harish Rao also agreed. With Akbaruddin Owaisi turning a bitter critic of the Congress, the treasury benches expressed their appreciation by thumping on the desks. All this happened when a question on outer ring roads to main cities was being discussed.
