DHARWAD: Hubli-Dharwad police commissioner Raghavendra Auradkar, who has been transferred as home secretary, handed over charge on Wednesday. He spoke to TOI about his tenure as top cop of Hubli-Dharwad. Excerpts:

How was your tenure as Hubli-Dharwad police chief?A: It was challenging and highly satisfying. The challenges were an increase in property offences and maintaining communal harmony.
The introduction of a new beat system where policemen patrolled on foot, has yielded results. Constables who were on crime duty for decades had lost effectiveness. They were changed and fresh blood inducted. The use of technology in crime detection has helped. Hubli-Dharwad has the highest number of detections based on fingerprints. We collected data about criminals from jails on a regular basis. Scientific investigation and upgradation of skills of the constables also helped. Biometric attendance of criminals and those on bail has helped track their movements. The Crime Alert system introduced in Gokul Road police station limits, and introduction of Your Companion mobile complaint unit has enabled people to lodge complaints easily.
What about communal harmony?Thanks to the cooperation of the citizens, there has been no communal tension despite several occasions, like the apex court's decision over the Idgah Maidan and Ayodhya. Ganesh and Holi festivals passed off peacefully. An attempt to create disturbance during Holi by some elements could be curbed within hours. Three incidents of rowdies unleashing terror had created fear among the people. But our officers successfully nabbed the culprits and brought them to book.
Traffic management in Hubli-Dharwad has also been a major challenge.Yes. We have introduced technology-driven traffic management system. Traffic Management Centres have been established, where with the help of 18 cameras installed at various junctions, officials can monitor traffic movement and take steps to avoid problems. Specially trained young constables have been posted to manage traffic. The e-challan system is in place to ensure transparency. Autorickshaw drivers have been given police identity numbers (PINs) too.
The pre-paid auto system at Hubli and Dharwad railway stations remains on paper.
Yes. It could not be implemented due to various reasons. Despite efforts, enforcement of the helmet rule was also not possible as the people resented it.
What does the Hubli-Dharwad police commissionerate need to make its functioning more effective?More policemen are needed. The present system of not transferring policemen up to the rank of assistant sub-inspector out of Hubli-Dharwad makes them ineffective in due course. There should be a transfer system where all the policemen could be transferred out of the commissionerate, without affecting their seniority and promotional prospects.
What are the challenges ahead of you as home secretary?It is a welcome break for me. I am happy. It gives me an opportunity to work in the administrative line.
