ZPM seeks action against MNF MLA for privilege breach
Aizawl: The ruling Zoram People’s Movement (ZPM) legal board on Monday submitted a petition to Mizoram legislative assembly speaker Lalbiakzama, alleging that Mizo National Front (MNF) legislator Rohmingliana committed a breach of privilege by prematurely leaking the report of the committee on petitions before it was formally laid in the assembly.
The petition claimed Rohmingliana violated legislative privilege by inviting a news reporter to witness the submission of the committee’s report to the speaker and by allegedly enabling the dissemination of a false and misleading account. It urged the speaker to refer the matter to the committee on privileges for investigation and to recommend appropriate disciplinary action against the MNF legislator if found guilty, including admonition, reprimand, censure, suspension, or other penalties deemed fit by the House.
According to the ZPM legal board, on Dec 22, 2025, when the committee on petitions intended to submit its report to the speaker, Rohmingliana, a member of the committee, allegedly invited a news reporter to attend the submission. “The act compromised privileged and confidential nature of the proceedings,” it stated.
The board further alleged that the subsequent reporting by the journalist — described as false and misleading — claimed the committee’s proceedings involved allegations of financial misappropriation. “This misrepresentation is factually incorrect, as the Committee was examining the PM-USHA tender process, and no such discussion took place. By enabling this false report, the member has disseminated public misinformation, impairing the functioning and dignity of the Assembly,” the petition said.
The ZPM requested that the speaker recommend disciplinary action under the rules of procedure and conduct of business in the Mizoram legislative assembly, including admonition, reprimand, censure, or suspension, in line with the privileges of the house.
Meanwhile, the MNF alleged that the DDK Aizawl reporter had been victimised by the ZPM govt, claiming his wife — a middle school teacher — was transferred from Aizawl to a remote village, Rualalung in Lunglei district, as punitive action. The MNF condemned the move, saying the spouse was targeted despite not being involved in the news report.
The MNF also pointed out that Rohmingliana’s statement was published by the directorate of information & public relations on its official website on Dec 22, 2025, the same day the committee’s report was submitted to the speaker.
